MEETING MINUTES
August 26, 2009

Members Present: Al Berg, Paul Challenger, Peter Lacy, Glenn Gaudette, Marilynn Foley
Also Present: Brian Bullock, Town Manager, Jim Shuris, Public Works Director, Andy Miller and Tom Morgan from CDM, Jim Zingarelli, Town Engineer, Brian Demoray, Selectmen Kim Ferguson and Dave White.
The meeting was called to order at 7:35.
The Committee met to listen to information on a potential water supply project at the former ECC site in Jefferson.
Jim Shuris presented the Committee with facts about the project. The former ECC site consists of 17 acres with environmental challenges. Holden is looking at new water sources in order to decrease the town's need to purchase water from Worcester. A closer look at the site will be on September 9 with a walk through with the DEP. Brian Demoray project manager for the ECC resource recovery project spoke about the site and the challenges there.
Andy Miller, CDM also spoke about the site and the potential of a water source there and in conjunction with the entire water system in town.
Kim Ferguson, Chairman of the Selectboard told the Committee that the Selectmen had voted to look at new sources of water.
The request from the town was to transfer money from the Reserve Fund to begin to study this project. The Finance Committee believes that this is not an appropriate use of the Reserve Fund.
The Selectmen will call a special Town Meeting to ask for funds for the ECC project.
A motion by Paul 2nd by Peter to approve the minutes of August 19, 2009 as amended was voted unanimously.
